Quick answer

What is website design and development?

Website design is the planning and visual layer, layout, typography, colour, UX structure and how the site should represent your brand. Website development is the technical build, writing or configuring code, CMS themes, forms, databases and integrations so pages load, respond and stay secure. Most business sites need both: design without solid development breaks on mobile or fails to convert; development without considered design often looks generic and erodes trust.

  • Front-end What users see and click
  • Back-end Data, servers and logic

Website design and website development are two disciplines that combine to build sites people can actually use, not just admire in a mock-up. Whether you are planning a new site, briefing an agency or trying to decode a quote, it helps to know where design ends and development begins.

This guide was first published in 2024; we updated it in July 2026 to reflect how teams work today. Figma-first design, component-based front-ends, and CMS platforms that blur the old “designer never codes” line. The split still matters for scoping and budget, even when one person wears both hats.

Hi, I am Lewis, Creative Director at Berlew, a web design agency in the UK based in Nottinghamshire. Below is an honest overview of website design and development, what each role involves, how they differ, and what to expect when you commission a build.

What does a web designer and developer do?

Web designer

A web designer shapes the look, structure and feel of a site. That includes page layout, typography, colour, imagery, navigation patterns and how content is grouped, the same concerns as UX on a marketing site, but with a visual craft focus.

Designers usually work in tools like Figma or Adobe XD, producing wireframes and high-fidelity mock-ups before anything goes live. Some designers know HTML and CSS; many hand off production work to developers. Their job is to make the site visually coherent, on-brand and easy to scan, not to configure hosting or write checkout logic.

If you are new to the planning stage, our wireframing guide for beginners explains how rough layouts become polished pages.

Web developer

A web developer builds what the designer (or your brief) specifies. They work with HTML, CSS and JavaScript on the front-end, and often PHP, Node or platform-specific tools on the back-end, depending on whether the site runs on WordPress, Shopify, a static generator or something custom.

Developers make buttons click, forms submit, pages load quickly and the CMS editable for your team. Without development, you have pictures of a website, not a website.

There are two common splits:

Front-end developers implement the interface in the browser, responsive layout, interactions, accessibility fixes and performance.

Back-end developers handle servers, databases, authentication, e-commerce rules and connections to CRMs, payment gateways or booking tools.

On small brochure sites, one developer may cover both. On e-commerce or membership builds, expect distinct front-end and back-end skill sets.

What is the difference between web design and web development?

The short version: design decides what the site should be; development makes it work.

Do web designers write code?

Often some, rarely all. Many designers export assets and specs; developers write production templates. On tight budgets, a designer-developer hybrid may build a simple WordPress or Squarespace site, but complex integrations still need dedicated development time.

Do web developers create visual assets?

Usually no, they implement assets the designer supplies (logos, icons, photography). Developers may suggest layout tweaks for performance or accessibility, but brand-led visual direction normally sits with design.

Design vs development: cost and scope

Development typically costs more than design-only work because coding, cross-browser testing, CMS configuration and integrations accumulate hours faster than a fixed set of mock-ups. That is a tendency, not a law, a large branding and UX discovery phase can exceed a straightforward template build.

Compare quotes by deliverables (number of templates, forms, integrations, content migration), not job titles alone.

Function vs aesthetic appeal

Development adds function, working forms, search, logins, speed, security. Design adds clarity and trust, hierarchy, whitespace, brand consistency. You need both: a beautiful site with broken mobile navigation still loses enquiries; a fast site that looks untrustworthy does the same.

Web design vs web development at a glance

The sections below go deeper on each role. Use this as a checklist when scoping a project, you may hire one person who covers both on small sites, but the jobs are still distinct.

  • Web design

Wireframes, visual layout, typography, colour, imagery and UX flow, how the site should look and feel before anything is built.

  • Web development

HTML, CSS, JavaScript, CMS configuration, forms, hosting setup and integrations, making the design work reliably in browsers.

  • Front-end development

Code that runs in the browser, responsive layout, animations, accessibility and performance on the pages users see.

  • Back-end development

Servers, databases, authentication, e-commerce logic and API connections, the machinery behind contact forms and logins.

What is web development?

Web development is the process of building and maintaining a site so it runs reliably. It spans:

Front-end development, everything in the browser: layout, typography implementation, animations, responsive behaviour and accessibility.

Back-end development, servers, databases, caching, user accounts, stock systems and the logic that keeps data consistent when someone submits a form or completes a purchase.

Full-stack developers cover both layers; agencies often assign specialists per phase. Platform choice matters too, see our Squarespace vs WordPress comparison if you are deciding where development effort will sit.

How web design and development work together

Shared goal: a usable experience

Designers and developers both influence whether visitors stay, read and enquire. A well-designed site is easy to navigate; a well-developed one loads quickly, works on phones and does not throw errors when someone tries to contact you.

When the two disciplines share the same brief and timeline, you avoid the classic trap: polished mock-ups that cannot be built within budget, or a technically sound site that looks like three brands stitched together.

Why marketers should care

Marketers often own the website brief, audience, offers, conversion paths, content calendar. You do not need to code, but you do need to know whether you are buying design, development or both.

Brief both sides on business goals, not just aesthetics. Mention mobile traffic, key landing pages, integrations (CRM, booking, shop) and compliance needs up front. Mobile-friendly layout is non-negotiable, a large share of UK traffic arrives on phones, and Google’s page-experience signals still favour usable mobile pages.

If brand and web have drifted apart, our piece on harmonising branding and web design covers how to realign them before a rebuild.

What to budget for web design vs web development

There is no single UK price list. Design-only deliverables, sitemap, wireframes, a modest set of page mock-ups, often sit below the cost of full development for the same site because development includes CMS setup, responsive coding, form handling, testing and launch.

Rough shape many SMEs see in 2026:

  • Template-led brochure site, lower four figures for design plus build if content is ready and scope is tight.
  • Custom design with WordPress or similar CMS, mid four figures to low five figures, depending on page count, animations and integrations.
  • E-commerce or custom applications, five figures and up when inventory, payments, user accounts or API work enter scope.

Hourly rates vary by experience and location; day rates are common in agencies. Ask what happens after launch too, hosting, updates and security patches are ongoing development work, not a one-off.

Before you spend, a website audit on an existing site can clarify whether you need a refresh, a redesign or a full rebuild, cheaper than guessing.

Website design and development FAQs

What is website design and development?

Website design covers the visual and structural planning of a site, layout, branding, UX and content hierarchy. Website development is the technical build that makes those plans work in a browser: code, CMS setup, forms, speed and security. A successful business site usually needs both disciplines aligned on the same brief.

What is the difference between web design and web development?

Web design focuses on how the site looks and how users move through it. Web development focuses on how it functions, code, databases, integrations and ongoing technical reliability. Designers may produce wireframes and visual specs; developers implement them and handle back-end logic. Neither replaces the other on a typical marketing or e-commerce site.

What are the 5 stages of website development?

A common process runs: (1) planning, goals, audience and sitemap; (2) design, wireframes and visual mock-ups; (3) development, building templates, CMS and features; (4) testing, browsers, devices, forms and accessibility; (5) launch and maintenance, deployment, monitoring and updates. Smaller sites may compress stages; complex builds add discovery and content migration.

What does a web design and development agency do?

A full-service agency handles strategy, design, development, content support and often SEO or brand alignment under one roof. That suits businesses that want a single team accountable for the whole site. Freelancers or in-house hires can work too when scope is narrow and communication is tight, match the model to complexity, not habit.

What should I expect to pay for web design vs web development?

Design-only work (wireframes, mock-ups, a small page set) often costs less than full development because coding, CMS setup, testing and integrations take more hours. UK project quotes vary widely, from low four figures for a simple brochure build to five figures or more for custom e-commerce or integrations. Hourly rates differ by seniority and region; treat any single number as a starting point and ask what is included in scope.

What is the role of web design in branding?

Web design translates your brand identity, colour, typography, tone and imagery, into a digital experience. It is often the first place prospects judge credibility. Design should align with wider work so web, print and social feel like the same business, not three separate projects.

Do web designers write code?

Some do, especially on small teams, but many designers stop at wireframes, Figma files and design systems while developers handle production code. Expect overlap on HTML/CSS tweaks; do not assume every designer builds CMS themes or handles server configuration.

Website design and development: why you need both

A successful site needs design that earns trust and development that keeps promises, fast loads, working forms, editable content, sensible SEO foundations. Skimp on design and you may look amateur; skimp on development and you may pay twice when the site fails under real traffic.

If you are comparing disciplines more broadly, our UX vs UI guide explains how experience and interface design fit alongside development work.

Next steps

Start with goals and scope: who the site is for, what they should do, and which integrations are must-haves. Match spend to that outcome, a landing page for a campaign is not the same job as a multi-language shop.
